Short-stay visas

Applying for a Schengen Visa for the Netherlands in Russia

The Netherlands applies specific limitations to Schengen visa applications in the Russian Federation.

The correct procedure depends on the applicant’s travel purpose, family circumstances and travel documents.

Tourist visits

Ordinary tourist visits do not qualify for a new Dutch Schengen visa under the published Russia-specific application categories.

Visiting family in the Netherlands

Applicants may qualify to visit first- or second-degree relatives in the Netherlands.

Eligible family relationships include spouses or registered partners, parents, children, siblings, grandparents and grandchildren, as well as certain other relatives described in the official rules.

Applicants can use an authorised VFS Global centre in Moscow, St. Petersburg, Vladivostok or Yekaterinburg.

Business travel

Business applicants may qualify if they work for a company with a branch in the Netherlands and the business meets the published requirements, including a minimum of ten employees.

Before booking a VFS Global appointment, contact the embassy’s economic department at mos-economics@minbuza.nl.

The embassy will determine whether you can proceed with an application.

Seafarers

Eligible seafarers can apply under the published visa arrangements.

Seafarers working for shipping companies affiliated with the Royal Association of Netherlands Shipowners may qualify for the Blue Carpet Programme and its designated VFS Global procedure.

Social and cultural visits

Applicants invited by a Dutch social, cultural or government organisation may qualify if the visit meets the published policy requirements.

Contact mos-ca@minbuza.nl with the invitation and details of the intended visit before making an application.

Russian non-biometric passports

From 1 October 2026, the Netherlands no longer recognises Russian non-biometric passports for new Schengen visa applications.

Russian nationals should use an accepted biometric passport when applying for a new visa.

Existing visas in non-biometric passports

A transition arrangement allows travel to the Netherlands with certain previously issued valid Schengen visas in Russian non-biometric passports until 31 December 2026.

Travellers should check the detailed conditions and the requirements of any other Schengen country on their itinerary.

Important: a VFS Global appointment does not establish visa eligibility. Confirm that your purpose of travel qualifies under the current Russia-specific rules before applying.
