About

About the Dutch Honorary Consulate in Funchal

Honorary consuls can help maintain connections with authorities, businesses, institutions and Dutch communities. They may also provide limited assistance to Dutch nationals abroad.

Dutch–Portuguese Relations

Portugal and the Netherlands maintain close economic and diplomatic relations as members of the European Union.

Madeira’s international tourism industry, transport connections and maritime activities provide opportunities for cooperation involving Dutch and Portuguese businesses.

The honorary consulate serves as a local representative contact, while the Embassy of the Netherlands in Lisbon handles formal consular procedures.

Support for Dutch Nationals

Dutch citizens living on Madeira may need assistance with certificates of life, passport renewals or unexpected travel document problems.

The honorary consul may sign and stamp eligible pre-printed certificates of life. Passport and identity card applications must be submitted through an authorised Dutch application office.

Certificates of Life in Funchal

Dutch nationals living in Portugal who need a pre-printed certificate of life signed and stamped can contact an honorary consul.

NetherlandsWorldwide confirms that honorary consuls in Portugal may sign and stamp existing forms but cannot issue a newly drawn-up Dutch certificate of life.

Contact the Funchal office before visiting and explain which organisation requested the document.

For a pre-printed SVB certificate, bring a valid Dutch passport or identity card. Additional documents may be required for other types of certificates.

The honorary consul’s signature and stamp are free of charge. The published processing period is two working days. Ask when the completed form can be collected.

Requesting a New Certificate of Life

If you need a newly issued certificate rather than a stamp on an existing form, apply through the Dutch embassy in Lisbon.

The embassy can prepare the certificate by appointment. NetherlandsWorldwide publishes a fee of €30 and a normal preparation time of one working day.

For some AOW pension recipients, proof of life can also be submitted using the SVB app.

Applying for a Dutch Passport or Identity Card

Dutch citizens resident on Madeira can apply for a new passport or identity card at the Embassy of the Netherlands in Lisbon.

Start with the official passport and identity card application guide for Portugal.

Create a personal checklist, prepare the necessary documents and make an embassy appointment online.

Every applicant must attend in person, including children. Book separate appointments if you need both a passport and an identity card.

Documents to Prepare

Depending on your circumstances, you may need:

  • A completed, printed and signed application form.
  • Your printed personal document checklist.
  • Current and expired Dutch and foreign passports or identity cards.
  • Proof of legal residence in Portugal.
  • Birth or marriage certificates where required.
  • Multilingual documents or sworn translations when necessary.
  • Parental or guardian consent for minor applicants where applicable.
  • A passport photograph meeting Dutch requirements.

Proof of Residence in Portugal

NetherlandsWorldwide lists documents such as the Certificado de Registo de Cidadão da União Europeia (CRUE), a Portuguese residence permit or a permanent residence authorisation.

Dual Dutch–Portuguese nationals may use a valid Portuguese passport or identity card.

If a CRUE has expired and renewal is affected by delays at AIMA, the official guidance describes circumstances in which an expired CRUE and additional evidence of residence may be accepted.

Portuguese Documents and Translations

Portuguese birth and marriage certificates generally do not require legalisation for Dutch passport and identity card applications.

However, Portuguese-language documents may require multilingual extracts, multilingual standard forms or sworn translations.

Always follow the requirements on your personal document checklist.
