About

About the Dutch Honorary Consulate in Mongolia

Delgermaa Byambasuren is the Honorary Consul of the Netherlands in Mongolia, according to the official Dutch government contact listing.

Honorary consuls support contacts between the Netherlands and local authorities, companies, educational institutions and communities. Their work can include promoting trade and investment, maintaining professional relationships and directing Dutch nationals to the appropriate authorities.

Netherlands–Mongolia Relations

The Netherlands and Mongolia maintain diplomatic relations and opportunities for cooperation in trade, agriculture, research, sustainable development and international commerce.

Ulaanbaatar brings together government institutions, international organisations and businesses operating throughout Mongolia. The honorary consul provides a local representative connection for suitable Dutch–Mongolian matters.

Role of the Honorary Consul

Honorary consuls do not have the same responsibilities as a Dutch embassy or consulate-general.

The honorary consulate in Ulaanbaatar is a representative office rather than a regular application centre for passports, identity cards or visas. Dutch nationals needing these services should use the applicable NetherlandsWorldwide procedures.

Consular Services

Dutch Consular Services for Residents of Mongolia

Passports and ID Cards

Apply outside Mongolia, for example at an authorised Dutch mission in China.

Official Certificates

Follow the procedures published for the embassy in Beijing and consulates-general in China.

Emergency Assistance

Contact the Dutch embassy or NetherlandsWorldwide when urgent consular support is required.

Applying for a Dutch Passport or Identity Card

It is not possible to submit a regular Dutch passport or identity card application in Mongolia.

Dutch nationals living in Mongolia can apply at authorised Dutch diplomatic missions in China, including the embassy in Beijing and consulates-general in Shanghai and Guangzhou.

Another option is an eligible border municipality in the Netherlands.

Read the official passport and identity card application guide for Mongolia before making travel arrangements.

Create a personal checklist for each applicant, prepare the required documents and book an appointment. Every applicant must attend in person, including children.

Documents to Prepare

Your personal checklist will identify the documents required for your circumstances. These may include:

  • A completed, printed and signed application form.
  • Your printed personal document checklist.
  • Current and expired Dutch and foreign passports or identity cards.
  • Proof of legal residence in Mongolia.
  • Birth, marriage or nationality certificates when applicable.
  • Legalised certificates and sworn translations where required.
  • Parental or guardian consent documents for minor applicants.
  • A passport photograph meeting Dutch requirements.

If you are applying for both a passport and an identity card, book a separate appointment for each application.

Proof of Legal Residence in Mongolia

NetherlandsWorldwide accepts several types of evidence of legal residence in Mongolia, depending on the applicant’s circumstances.

These include a valid visa with supporting documents or a valid residence permit.

If you have both Dutch and Mongolian nationality, a valid Mongolian passport or identity card may be used.

For a child’s first Dutch passport or identity card application, the child’s birth certificate may serve as residence evidence under the official procedure.

Legalisation of Mongolian Documents

Birth and marriage certificates issued in Mongolia must be legalised with an apostille when required for Dutch passport or identity card applications.

The Mongolian Ministry of Foreign Affairs is the competent authority for issuing apostilles.

Documents written in Mongolian must be translated by a sworn translator into Dutch, English, French or German.

If the translation is prepared in Mongolia, both the original and the translation must be legalised as instructed. If the translation is prepared by a sworn translator in the Netherlands, the legalisation requirements for the translation differ.

Check the official legalisation guidance for Mongolia before obtaining documents or translations.

Passport and Identity Card Appointments in China

For residents of Mongolia, NetherlandsWorldwide lists the following application options:

  • Beijing: Embassy of the Netherlands.
  • Shanghai: Consulate-General of the Netherlands.
  • Guangzhou: Consulate-General of the Netherlands.

Applications must be submitted in person. Confirm entry requirements for China, appointment availability and the documents required for your journey before booking travel.

The application centre will provide information about fees, payment methods and processing arrangements.

Collecting Your New Document

The office where you submitted your application will notify you when your passport or identity card is ready.

The current official Mongolia guide lists collection in Beijing from Monday to Friday, 09:00–12:00 and 14:00–16:00.

In Shanghai, collection is listed from Monday to Friday, 13:00–14:00.

Collection is currently unavailable at the consulate-general in Guangzhou; the official guidance instead describes document delivery arrangements.

Check closure dates and collection instructions before travelling. Your new document must be collected or arranged for delivery within three months of notification.

Passport Delivery

Under the Mongolia-specific application guide, eligible new Dutch passports can be sent after an application in China.

At the embassy in Beijing, the published postage charge is CNY 46. The Shanghai and Guangzhou offices have different payment arrangements.

The guide requests a delivery address in Chinese characters. It does not expressly confirm delivery to every address in Mongolia, so discuss your intended destination with the application office before choosing postal delivery.

If you retain your previous passport during processing, you must surrender it before the replacement can be dispatched.

Dutch identity cards: postal delivery is normally unavailable. Confirm the collection procedure when submitting your application.

Certificates of Marital Status and Residence

For Dutch certificates of marital status or residence, the official Mongolia appointment guidance allows email requests to Dutch diplomatic missions in China.

Contact the relevant office:

Prepare the required documents before emailing your request. The honorary consul in Ulaanbaatar is not listed as an issuing office for these certificates.

Schengen Visa Applications

The honorary consulate in Ulaanbaatar does not handle visa applications.

For short-stay Schengen visas and airport transit visas, NetherlandsWorldwide directs applicants in Mongolia to the French Embassy in Ulaanbaatar.

Visa eligibility, appointment procedures and supporting documents depend on the applicant’s nationality and circumstances. Consult the official appointment guidance for Mongolia before applying.
